Update package.json and regenerate package-lock.json to bump multiple dependencies for compatibility and fixes: upgrade Jest and related packages to 30.4.x (with updated node engine ranges), TypeScript to 5.9.3, ts-jest, jsdoc, axios, docdash, form-data and a wide set of @babel packages. The lockfile also includes new optional packages (@emnapi/*) and updated resolved versions/integrity entries.
Refresh GitHub Actions workflows by upgrading `actions/checkout` and `actions/setup-node` from v3 to v4. The test matrix now runs on Node.js 20.x and 22.x, and npm build/publish jobs are standardized on Node.js 22 to align releases with supported runtimes.
