- Added tests to ensure blank lines are preserved between numbered steps and subsequent non-step content (e.g., headings, rules).
- Updated the markdown conversion logic to maintain layout integrity by treating blank lines as separators when followed by non-step elements, while still consuming them between consecutive steps to keep numbering contiguous.
