Closes #156.\n\n## Summary\n- Use Windows PowerShell in the release workflow instead of pwsh because the self-hosted signing runner does not have pwsh on PATH.\n\n## Validation\n- Confirmed failed v0.1.0 release stopped at Resolve release tag with: pwsh: command not found.\n- Workflow-only change; release will be validated by rerunning workflow_dispatch for v0.1.0.
