This is a workaround for `swift package add-dependency` being broken by downstream dependencies adding the plugin explicitly, even if swift-java does not add it.

Summary
This adds a new section for Interoperability and adds swift-java docs to it.
Talked with @heckj about the strategy here, and it seems we'd like to consolidate under docc umbrella like this, with other interop languages to follow.
We're doing a big docs revamp there swiftlang/swift-java#821
