Fix Android emulator smoke runner

Summary

• Move the manual Android emulator smoke job off the macOS ARM64 runner/image path that exits QEMU before boot.
• Use macOS 13 with an x86_64 API 30 emulator image and an explicit Pixel profile.
• Print attached ADB devices before running the instrumentation suite for easier debugging.

Verification

• Parsed .github/workflows/ci.yml locally with Ruby YAML.
• Reproduced the current macOS ARM64 API 35 headless emulator failure locally: emulator exits before boot and ADB loses emulator-5554.
