Adds docs/risk-model-boundary.md, links it into README/reviewer routes, extends reviewer route validation, and adds a focused docs test for risk buckets and non-claims. Validation: python scripts\validate-reviewer-routes.py; python -m pytest tests\test_risk_model_boundary_docs.py; python -m pytest.
