feat: persist private developer contacts

Summary

• Established a private Cosmos contact container for developer contact details.
• Verified OAuth email persistence on claims during authentication.
• Implemented consented email collection on self-nominations.
• Configured approval email delivery from private contacts list.
• Prevented public developer-document email exposure by separating private contacts.
• Handled environmental setup and updated developer/admin documentation.

Testing

• Ran unit and integration tests: npm test (56 passed).
• Ensured successful compilation and optimization: npm run build.
• Validated nomination modal behavior and fields on both desktop and mobile layouts.
