Rollup merge of #160617 - funsafemath:unsafe-block-diag, r=petrochenkov Add a suggestion to MissingUnsafeOnExtern diagnostic `MissingUnsafeOnExtern` diagnostic doesn't have a suggestion, unlike `MissingUnsafeOnExternLint`, which is quite strange. I couldn't find a justification for this in #124482, so I assume it's an oversight.

MissingUnsafeOnExterndiagnostic doesn't have a suggestion, unlikeMissingUnsafeOnExternLint, which is quite strange. I couldn't find a justification for this in #124482, so I assume it's an oversight.
