fix(engine): settle resumed change zone members

Fixes #6209.\n\nRecords the terminal outcome of a resumed paused zone-change delivery from its own captured event slice when an older path did not retain the sidecar classification. This prevents a logical zone-change group from completing with a member still pending.

Superseded by non-draft #7268, which carries the same zone-change fix plus its prompt-census update and has now been rebased onto current main. Closing this stale draft to avoid duplicate CI.
