This replaces the static groups with dynamic templates update groups to reduce duplication and improve readability by reducing rules.
This has been checked locally and results in change in behaviour other than improving reducing rules.
Note go can not be combined into the rules as it using collector rather than golang in the pr name.
Based on the new config the following pr's would be created with branches named accordingly if either they don't require approval or have been approved via the dashboard, hence is no different to now.
