Darn, doesn't seem to help. Let me see about adding 3.15t win32 CI in NumPy so I can debug this over there... |

I'm attempting to fix the memory exhaustion errors reported in numpy/numpy#31604. I unfortunately haven't been able to trigger this locally so I need to debug in CI a bit.
