첫 설치 시 mc-observability-influx 컨테이너가 DB 초기화(init scripts)를 완료하기 전에 헬스체크 실패로 unhealthy 판정되는 문제 수정. 기존 *default-health-check(start_period 60s, interval 1m, retries 3)는 총 4분만 허용하여 초기화 시간이 부족했음. 다른 observability 서비스(grafana, rabbitmq, loki 등)와 동일하게 start_period 120s, interval 10s, retries 30으로 변경.
