A multi-major Gradle jump (7→9) can break CI and local builds via JDK requirements, deprecated APIs, and plugin incompatibility even though only wrapper files changed.

Overview
Upgrades the Gradle wrapper from 7.6 to 9.5.1 so local and CI builds (./gradlew) download and run the newer distribution.

gradle-wrapper.properties now points at the 9.5.1 distribution and adds wrapper download settings (networkTimeout, retries, retryBackOffMs). gradlew and gradlew.bat are regenerated for the new wrapper: they launch gradle-wrapper.jar with -jar instead of a classpath main class, and the Unix script now requires xargs and includes the usual template fixes (e.g. APP_HOME resolution, error handling).

There are no changes to project build.gradle files or plugin versions in this diff—only wrapper tooling.
