Regenerate the Rust license inventory for 0.1.92
Updating the locked package version here without regenerating THIRD_PARTY_LICENSES_RUST.txt leaves both inventory entries naming async-trait 0.1.91, even though that report is bundled into supported installers. The rust-format CI job runs check-dependency-inventory.mjs --rust, whose exact-version comparison will treat 0.1.92 as missing and fail the PR; regenerate the Rust notice alongside the lockfile update.
