P1 Badge Update the shipped license inventory for lucide-react

When the frontend CI job runs license:check, scripts/check-dependency-inventory.mjs derives lucide-react 1.31.0 from this lockfile but THIRD_PARTY_LICENSES.txt still reports lucide-react 1.29.0; its exact inventory comparison therefore reports both a missing and stale component and fails the required CI gate, while installers retain outdated dependency metadata. Update the inventory entry alongside this production dependency bump.
