No driver, certificate, service, or live controller mutation was performed on the development host. The included package is local-test-only; production release remains fail-closed until Microsoft-signed WHCP inputs and real signing credentials are supplied. Laptop execution requires explicit local-test consent and the documented reboot/recovery sequence.
