Write C++ float values with MessagePack float32 encoding while keeping double values as float64. Add a wire-level regression test for both cases. Fixes getml#708

The MessagePack writer currently encodes both C++
floatanddoublevalues as float64.This change writes
floatvalues as MessagePack float32 while keepingdoublevalues as float64. A regression test checks both raw wire types.Testing: all 47 MessagePack tests pass.
Fixes #708
