• add FleetOps inspection form/submission storage, resources, internal APIs, permissions, and sidebar routes
• add inspection form and inspection result Ember routes, services, table screens, forms, and detail views
• wire failed inspection follow-up into maintenance hub actions plus work-order, maintenance, and inspection reporting schema tables
• consume shared inspection Ember Data models from fleetops-data instead of defining them inside fleetops-engine

Note: pnpm exec ember build --environment=test was attempted twice, but the command hung after printing only the Ember build banner in this worktree.
