Analysis: blocked by @elastic/eui peer dependency

This bump can't land yet. Here's what I found:

Root cause

@elastic/eui@115.0.0 declares peerDependency: typescript@"~4.5.3 || ^5", which excludes TypeScript 7. npm install fails immediately with ERESOLVE — the npm job in CI confirms this:

No EUI fix in sight

• Latest EUI release (118.0.0): same peer dep constraint — ~4.5.3 || ^5
• EUI main branch package.json: still uses typescript@^5.8.3 as dev dep, peer dep unchanged
• No open issue or PR in elastic/eui tracking TypeScript 7 support (the analogous TS 5 upgrade was tracked in Update typescript peer dependency version string to accept version 5.x eui#7978 and landed in Accept typescript version 5.x as peer dependency eui#7980)

Recommendation

Close this PR and wait for EUI to ship TypeScript 7 peer dep support. When they do, Dependabot can reopen it. Using --legacy-peer-deps or --force is not a safe workaround — EUI's types are compiled against TS 5 APIs, and TS 7 has breaking changes that could cause silent type-check regressions.
