handle_metadata.yml workflow in vision was creating n PRs for n number of models passed via plugin_dir argument.
Each PR had n-1 file changes which was not only redundant but also making the status checks more complicated.
We now introduce a skip-PR flag that allows only metadata_path to be collected instead of pr_numbers
