shelley: add durable project experience

Summary

Add a durable project-experience layer for coding work:

• Memory: project-scoped facts, decisions, preferences, and lessons with FTS5 search, source attribution, confidence, deduplicating upserts, and credential-like content rejection.
• Task Journal: append-only structured checkpoints that restore after process restart or context recreation.
• Dream: atomic end-of-task consolidation of verified lessons with an audit history.
• Management UI: project-scoped Memory CRUD/search, checkpoint history and manual saves, Dream history, and a one-click Dream request.
• Subagent integration: delegated work can search memory and checkpoint progress; the parent owns final Dream consolidation.
• Localization: all new UI follows Shelley's active locale across every currently supported language.

Safety and data integrity

• New standalone tables only; existing upstream tables are unchanged.
• Memory writes are isolated by canonical git root. Cross-project/global model writes are unavailable without a future explicit approval UI.
• PUT/DELETE operations require and filter by the current project path.
• Memories are retrieved explicitly through a tool rather than injected automatically at system priority.
• Checkpoint and memory payloads have strict shape and size limits.
• Dream memory writes and their audit row commit in one transaction.
• Stored recovery context is JSON encoded and marked as prior state rather than instructions.

If you're trying to build memory, I think you can get quite far with two to three lines in AGENTS.md indicating where memory lives on your file system (or even in sqlite).
