`charts/api7` has a downstream copy: `api7/api7ee-3-control-plane` `helm/` is the same chart, packaged as `api7ee3-dev.tgz` and used by CP's e2e. This repo is the source of truth, and nothing checks parity — a template/values change here needs a matching PR there, or the two drift silently.

## Multi-line maintenance model

API7 EE supports several release lines at once (e.g. 3.9.x and 3.10.x). The charts must let each line receive patches without disturbing the others.
