This is a long-term branch used to provide an FgpUtil dependency for the live sites. The goal is to keep it up to date with master, but with hooks back to an earlier base-pom compatible with Java 11/Tomcat 6 (on RHEL 7). It can be abandoned once the live sites -> legacy sites (on branch api-legacy-68-f) are decommissioned.
