fix: bind LaunchAgent to installed runtime module

Post-merge corrective scope

Close the single exact-head finding that arrived after #274 merged:

• run the selected interpreter in isolated mode and require the installed UESP module to resolve inside that interpreter's own environment
• retain the clean exact-commit runtime verification

Validation

• tests-first RED captured
• focused: 26 passed
• related TQQQ/SOXL: 300 passed
• Ruff, compileall, lock, pip check, diff/scope/secret gates: pass
• provider/Gateway/LaunchAgent/cloud mutation: 0
