chore: align internal dependency matrix pins

Scope

• Align exactly 14 stale matrix rows with fresh consumer-main dependency pins.
• Update the five matching QuantPlatformKit baseline expectations in python/tests/test_internal_dependency_matrix.py.

Boundaries

• No catalog, runtime target, service, scheduler, workflow, deploy, config-sync, Cloudflare, KV, provider, broker, order, or capital change.
• Matrix-only paths do not match the strategy-switch deploy workflow path filter.

Verification

• Focused matrix regression and full Python suite
• Fresh remote-materialized matrix checker for the affected consumer files
• platform/runtime validation, Ruff, compile, package, actionlint, Node worker test, and whitespace check.
