Scope

• freeze canonical QPK_PIN at QPK 730ad9f3983bd90cd75adecb67fcf483ffb96736
• bind the aggregate manifests to the four already-frozen strategy pin candidate heads
• keep QPK_PIN, qsl-pins.txt, and constraints.txt exact mirrors

Atomic barrier
