fix(i18n): localize quest tracking HUD

Summary

• Localize the quest tracker turn-in text instead of concatenating English strings.
• Add localized text for automatic completion, player completion status, and objective states.
• Translate quest objective entity names using the same lookup path as the quest log.
• Add English defaults and Chinese translations for the new quest tracker keys.
• Fall back to English when a locale does not yet provide a required quest tracker key.
