Adds a new tools page for Microsoft Purview Message Encryption and adds a corresponding configuration standard.
And some docs too so we keep Brian happy and sane
I'm not sure if the permissions for the 2 new endpoints are correct. Could either be a Tenant.ReadWrite or the current Exchange ones.
