Stabilize AdaptiveConcurrencyController queue assertions with WaitUntil. Expand Security/Data/Text/Scheduling/Distributed edge-case tests. Fix CriticalPathScheduler.Validate crashing on unknown dependencies. CI now runs every test project (aggregate failures) and fails on skipped tests.
