Subject: [PATCH] ci(deps): ignore typescript major-version bumps in dependabot
 config

typescript 7.x breaks this fleet's toolchain (TS5101 baseUrl-deprecated
hard error in tsup/rollup-plugin-dts DTS emit; typescript-eslint has no
TS7 support yet). Dependabot has re-proposed this exact breaking major
bump after prior manual reverts. Hold typescript majors until the
toolchain catches up.
