[Task] vf-footer (Figma Library update)

Adding this component requires a team discussion on Figma component build & annotation standards, since there is currently no agreed standard for how components should be structured, named, and annotated within the VF Figma Library. This work should follow whatever standard is agreed as part of that process effort. See How to come up with Figma component build & annotation standards?

Success Criteria

• Create the vf-footer component in Figma, covering both the minimal and modular variants
• Build following current best-known practice (VF tokens, auto layout, atomic structure, named layers) to be reconciled with the build & annotation standards effort once finalised
• Annotate the component for usage guidance (how to use / how not to use), aligned with whatever format is agreed in the standards discussion

Definition of Done

• vf-footer component and variants added to Figma library
• Component built and annotated in line with agreed Figma standards (or flagged for follow-up update if standards are finalised after this ticket closes)
