Apparently, it seems swivel bearings will sometimes straight up ignore a tick of provided rotational power. The circumstances appear to be random, as even the most likely culprit of being location is inconsistent as bearings switch from ignoring to not ignoring willy nilly.
This only happen to nested bearings, as the root bearing in a multi-bearing contraption doesn't have this issue. It also gets worse the more you nest them, as it has a higher likelihood of happening.
I am using a separate mod, Create: Connected for its inverted clutch to only give rotational power when given a redstone signal, however I have tested this on base Create clutches with a not gate, and the issue persists.
