Repeater "Minimum number of items" setting has no effect

The "Minimum number of items" setting for Repeater fields has this description:

This many items will always be open and ready-to-edit (0=no minimum).

But if I set this setting to 1, in Page Edit there is no repeater item that is open and ready to edit.
