useless Save button for emoji pack selection

Describe the bug

I can't save the selected emoji packs

Reproduction

Go to https://dev.sable.moe/settings/emojis?focus=select-pack&moe.sable.client.action=settings
Select emoji pack
Save
Close settings
Try to use emoji in chat

Expected behavior

Save should save my selection. Please make it apply automatically or remove the useless button.
At the moment, I have to find and click the Apply changes button.

The save button add it to your favorite pack, they are not saved locally

I can't use the emojis after clicking only save, but after apply changes I can. What does apply changes do differently?

I guess "save" should be replace by "add" instead it would make more sense
