Merge or resolve all open PSModule/docs pull requests before migration lock

Open PRs in PSModule/docs must be merged or explicitly resolved before docs migration and repo retirement steps can proceed.

Request

Complete disposition for every open PSModule/docs PR:

• Merge when in scope and ready.
• Close with rationale when no longer applicable.
• Recreate in Process-PSModule when content belongs with the implementation.

Acceptance criteria

• Every currently open PR in PSModule/docs has a final state (merged or closed with rationale).
• Any superseded work is linked to replacement issue/PR in Process-PSModule.
• Parent issue Consolidate PSModule documentation into Process-PSModule and retire PSModule/docs #423 is updated with final PR disposition summary.

Technical decisions

Migration gate: No repo-retirement step starts before PR disposition is complete.

Traceability: Closed PRs include rationale and links to replacement work when moved.
