No modules work, but vector reports them active.

Steps to reproduce/复现步骤

1. Install Vector 2.2 3090, or which ever version you like.
2. Install three modules of your choice(to make sure it's not the module that causes the issue). I installed, playspoofer, telegami & pairipfix. All the modules are reported as running by vector but once I launch them in the module app it says that they are not running, I do have the module app scoped.

Expected behaviour/预期行为

The modules run as usual, reporting that they are running in the modules app.

Actual behaviour/实际行为

The three installed modules are reported as working by vector, but once I open the module apps, it says on each one of them that the module is not running. I have confirmed that the module app is scoped by the module in Vector.
